Click Win+R to open the Run interface and paste

rundll32.exe shell32.dll,Control_RunDLL desk.cpl,Advanced,@Advanced

click enter and voila you can now change the colour using 50% of the colour mixer (only the max and min values of Brightness work and the Hue bar works)
